One clarification on Prop 123, it was always designed for the state general fund to absorb the cost of the 2016 inflation adjustment on an ongoing basis after the 10-year increase in land trust distributions expired (which happened last year). It is not accurate to describe the increased funding from the state general fund this year as one-time or stop gap. JLBC has accounted for the ongoing change in funding source as part of the baseline budget for several years.
This is important because any movement to simply extend the prior Prop 123 land trust distributions this year without also enacting a new dollar-for-dollar increase in education funding would just be sweeping education land trust funds for general fund savings/other state purposes.
Thanks for the insights into what our legislators are (NOT) thinking about tackling! I don't see anything mentioned about some of the truly serious challenges we are facing (except the dithering over what to do about water). How about - increasing heat hazards? The increasing hazards of catastrophic fire in much of the state? Affordability and security of energy supply? The cuts in HR-1 passed on the federal cuts to screw the states. Today, as we go down this road, we are looking at more malnutrition, illness and abject poverty for children than we have seen since the Great Depression. We are on this path as a large swath of the wealthy cry fraud in government programs that are ill conceived or horribly underfunded. ESA is a good example. It’s both ill conceived and administered with few oversights, lack of man power looking at the fraud journalists are able to find. Stop sending stupid culture bills and election denialism bills to Hobbs and do your jobs. One last thing, while Maduro is a monster he’s not my monster. At least 70 men and women died in the attack on Venezuela to snatch and grab a couple so the US could take Venezuelan oil. Those 70 were just doing their jobs. Causalities of war. As a child of Viet Nam that scares me.
