Either the I-Team or the Agenda are missing some "real" investigative reporting here. This story screams of 3rd party involvement (teacher's union?). Somebody chase down some of these purchases and see if there's a bigger backstory here.
I haven't heard any reporting on the sheer number of families maxing out their ESA "Marketplace" transactions to purchase "Indoor Hydroponic Education Kit(s) with Science Curriculum." I counted almost 40 such purchases of $1999.99 in voucher cash.
Getting wasted with this fraud & abuse? I'm just asking.

This has been reported on multiple sites. Laurie Roberts, Craig Harris to just name a couple.
Oh and Horne did not deny these items. He talked about the money he’d clawed back. $600k as I recall.
And even if it were some nefarious conspiracy, doesn't that just...prove the point that there has to be oversight?
