You’re right he didn’t technically withdraw yet. But I figure give him a day or two - you have to notarize a form and I assume his life is a bit of a shitstorm rn. And yah no getting him off the ballot but I think it’s safe to say his campaign is dead

They usually suspend for monetary reasons. Just the way the campaign financing works.
